On August 19, 2009, the Tri-County HDC, Ltd. Board of Directors adopted the following citizen participation policy:  “It is the official policy of Tri-County HDC, Ltd. to encourage the participation of citizens in the planning and development of affordable housing.  In order to accomplish this objective, the Corporation will publicly advertise and/or conduct meetings to inform citizens of planning and development efforts being undertaken by the Corporation.  Citizen input will be sought relative to long range planning on housing needs, specific project planning, pre construction aspects of development and post construction aspects of development.  Specifically, these public meetings will be designed to solicit input relative to design, financing and other development issues.”  Tri-County HDC shall follow this Citizen Participation Plan that sets forth the corporation’s procedures for citizen participation in planning and development efforts.

PUBLIC MEETINGS

Tri-County HDC will hold two public meetings annually to obtain citizens’ input.  At least one of these meetings will be held in the City of Harrisburg.  The other will be scheduled based on need and project location.  At these public hearings, Tri-County HDC will:

• Obtain citizen views on housing and community development needs, including priority non-housing community development needs.

• Provide information to public on the range of development activities that may be undertaken.

• Solicit public include input relative to specific project planning including design, pre construction and post construction aspects of development.

These public meetings will be held in locations convenient to residents of low/moderate income areas where development is being planned or undertaken.  Persons with a sight or hearing disability should contact Tri-County at least one week prior to meetings so that accommodations can be made.

Dates will be announced at least one month prior to each meeting.  A notification will be placed on the local municipal calendar to announce the public hearings.  Additionally, local newsletters, mailing lists or media will be utilized when possible to increase public participation.

CITIZEN COMMENTS

Tri-County HDC will consider all comments and/or views of citizens received in writing or orally at public meetings.  Tri-County HDC will prepare summaries of citizen comments made at each meeting which will be available to citizens upon request.  Written comments, questions or requests should be directed to:
